The Need

For 80 years, Minnesota YMCA Youth in Government has developed confidence, leadership skills, and civic knowledge in thousands of students through hands-on experience learning about Minnesota's legislative process.

But we know that the traditional Youth in Government model isn’t for everyone. A four-day, three-night conference doesn't fit every schedule, budget, or comfort level.  And we believe civic learning should be accessible to every young person in the state.

Our Solution

With support from the YMCA of the USA and the Carnegie Foundation, the YMCA Center for Youth Voice is piloting a two-day Youth in Government conference at the Minnesota State Capitol for students in grades 9–12.

Students attend field-trip style with an adult from their school or community group,using training resources provided in advance so they arrive ready to hit the ground running. Over two days, they'll get direct experience learning how state government works, including:

  • Debating and voting on real bills in legislative committees and floor sessions, giving students a platform to advocate for issues that matter most to them.
  • Running realistic legislative simulations that mirror the actual process inside the Capitol.
  • Sharpening public speaking and teamwork skills through debate and collaboration.
  • Connecting with students from across the state.
  • Hearing from inspiring guest speakers who bring real-world government experience to life.

This model isn't a replacement for our flagship four-day Minnesota Youth in Government conference in January. It's a new touch-point for high school students in Minnesota and a potential gateway that can lead students toward the full experience and other YMCA Center for Youth Voice programs down the road.

Program Details

  • Who: Groups of students in grades 9-12 in Minnesota. Student groups must be accompanied by an adult chaperone, with at least one adult per every 15 students.
  • Dates: November 16 - 17, 2026, during the school day.
  • Where: Minnesota State Capitol in St. Paul, MN
  • Fee: $99/student (adult chaperones attend free).
  • Lunch: Included both days.

Registration

Registration details coming soon! The lead adult chaperone for each school group will complete registration for their group. Students cannot register individually.
